From 1994, Citadel began releasing troops with different themes within the overall Imperial Guard classification. While a few figures, like Commissars and Ogryns, could fit into any of the backgrounds, most figures were designed to fit into specific armies with a common theme and mode of dress, based on the world from which the troops originated.
